Why might California allow this exemption?: The purpose of the exemption is to exempt sales and use tax for aircraft buyers who want to establish their aircraft in California and use it primarily outside of California for commercial purposes.
First, you must close your flight purchase outside of the state of California. If you are incarcerated in California, the exemption is allowed.
